HRH the Crown Prince and Prime Minister issues Edict (18) of 2023
His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today issued Edict (18) of 2023, on establishing and forming the Cooperation Committee between the Capital Municipal Council, Municipal Councils and Government Entities (hereafter referred to as 'Committee'), based on the proposal of the Minister of Municipalities Affairs and Agriculture, and following the approval of the Cabinet.
The Committee shall be chaired by the Minister of Municipalities Affairs and Agriculture, and shall consist of the following members:
1- Municipalities' Affairs Undersecretary at the Ministry of Municipalities Affairs and Agriculture -Deputy Chairman
2- Undersecretary of the Ministry of Works
3- Agriculture and Marine Resources Affairs Undersecretary at the Ministry of Municipalities and Agriculture Affairs
4- Policies, Strategies and Performance Undersecretary at the Ministry of Education
5- Undersecretary of the Ministry of Housing and Urban Planning
6- Chief Executive Officer of the Urban Planning and Development Authority
7- Undersecretary of the Ministry of Health
8- Vice-President of the Electricity and Water Authority for Distribution and Customer Services
9- Chairman of the Capital Municipality Council
10- Chairman of the Municipal Council of Muharraq Municipality
11- Chairman of the Municipal Council of the Northern Area Municipality
12- Chairman of the Municipal Council of the Southern Area Municipality
The Committee shall achieve compatibility between the plans of the Capital Municipal Council and other municipal councils and the programmes of government entities, in accordance with the provisions of the Municipalities Law, promulgated by Decree-Law (35) of 2001.
The Committee shall convene at the invitation of its chairman, or his deputy, at least once every three months, or whenever the need arises. The meeting is not valid unless the chairman of the meeting is present.
The Committee may invite undersecretaries of other ministries and seek the assistance of whomever it deems appropriate to carry out its work, provided that they do not vote in its deliberations.
The Committee Chairman shall appoint a rapporteur among the employees of the Ministry of Municipalities Affairs and Agriculture, who shall prepare the committee’s agendas and notify the members thereof, as well as write the minutes of the meetings, and do other tasks assigned to them by the chairman.
Edict (17) of 2009 regarding the establishment and formation of the Higher Coordination Committee between Municipal Councils and the Capital Municipal Council and the Relevant Ministries was abrogated.
Municipalities Affairs and Agriculture Minister and minister, each in their capacity, shall implement the provisions of this edict which takes effect upon its issuance, and will be published in the Official Gazette.
